Place of Birth. Education. Born in Krivoy Rog, Dnepropetrovsk region. In 1973 he graduated from the Krivoy Rog Mining Institute (qualification – mining engineer).
Career. 1965-1968 – a turner at the plant of mining equipment Kommunist (Krivoy Rog).
1973-1983 – junior, senior researcher, deputy chairman of the trade union committee of the Krivoy Rog Mining Institute.
1983-1987 – Deputy Head of Department Krivorozhkomplektdelivery.
1987-2003 – Senior Lecturer, Associate Professor, Head of the Research Complex, Head of Department, Vice-Rector, First Vice-Rector of Krivoy Rog Technical University.
2003-2006 – Rector of Krivoy Rog Technical University.
From August 2006 to June 2010 – Head of the Dnepropetrovsk Regional Council of the 5th convocation. Passed to the deputies on the list of the Party of Regions. I wrote a statement on the resignation of the head of the Dnepropetrovsk Regional Council immediately after the appointment of his son Alexander to the post of head of the Dnepropetrovsk Regional State Administration. Yuri Vilkul remained a deputy of the regional council and headed the commission on construction, transport, communications and landscaping.
In the local elections in the fall of 2010, he was elected mayor of Krivoy Rog.
In autumn 2015, he was re-elected mayor of Krivoy Rog. At the same time, it was not without scandals. According to the results of the vote count, Vilkul won 49%, and his rival Yuriy Milobog (from Self Help) – about 48%. The gap between the candidates was only 752 votes, and Vilkul’s opponents claimed falsifications. On November 27, the Dnepropetrovsk Oblast Court of Appeal denied Milobog’s appeal against the election results.
The temporary special commission created in the Verkhovna Rada to check violations in the elections of the mayor of Kryvyi Rih proposed that the parliament call snap elections, and on December 23, the people’s deputies supported this proposal, calling elections in Krivoy Rog for March 27, 2016.
As a result, Yuriy Vilkul was again re-elected mayor, gaining 74.18% of the vote in the first round. In second place is Semyon Semenchenko from Self Help with a score of 10.92%.
In the local elections of 2023, he participated in the elections of the mayor of Kryvyi Rih from Blok Ukrainian Perspective. 1st place in the first round46.27%), bypassing the representative of the party Servant of the People Dmitry Shevchik (25.94%). November 17 Yuri Vilkul refused to participate in the second round of the mayoral elections for health reasons.
On August 25, 2023, he was elected secretary of the Kryvyi Rih City Council and, in accordance with the requirements of the Law of Ukraine “On Local Self-Government”, acts as the mayor of Krivoy Rog (due to the death of Konstantin Pavlov).
Social activity. Member of the Organizing Committee of the World Mining Congress, Vice President of the Academy of Mining Sciences of Ukraine, member of the International Association of Mining Professors.
Regalia. Doctor of Technical Sciences. Professor. He was awarded the UNESCO medal “For achievements in science”. Laureate of the State Prize of Ukraine in the field of science and technology (1997). Honored Worker of Science and Technology of Ukraine (2004).
