Place of Birth. Education. Born on March 14, 1969 in the city of Lebedin, Sumy region. In 1992 he graduated from the Kiev Higher Military Engineering School of Communications (qualification – communications engineer). In 1994 – the Institute for the Training of Personnel of the Security Service. In 2018 – Sumy State University, qualification – lawyer, candidate of legal sciences.
Career. June 1992 – December 2007 – service in the Security Service of Ukraine in operational and leadership positions.
From December 2007 to March 2010 – First Deputy Chairman of the State Tax Service of Ukraine – Head of the Tax Police.
From March 2010 to March 2014 – a pensioner of the SBU.
From March 2014 to July 2014, he worked in the Security Service of Ukraine as First Deputy Chairman of the SBU – Head of the Main Directorate for Combating Corruption and Organized Crime.

On June 11, 2019, President Volodymyr Zelensky signed a decree appointing Vladislav Bukharev as head of the Foreign Intelligence Service.
